The table purgeExpiredScheduleTriggers deletes from under the trigger-row TTL
— the anchor the schema guard cross-checks the schedule-trigger-ttl retention
declaration against. It is the schedule-trigger counterpart to
THREAD_STATE_TTL_PURGE_TABLES.
Only the trigger HISTORY expires; the schedule rows themselves are standing
config (retention 'none' — they live until deleted over the schedule
surface or the deployment is decommissioned).
